September 8, 2025 — Worcester County, MD — The Worcester County Library Board of Trustees has announced a vacancy for the seat representing Pocomoke City and its surrounding area following the conclusion of Patricia Tomasovic’s term.
The Library is seeking applicants for the open position. Trustees are appointed by the Worcester County Commissioners to five-year terms, with a two-term limit. The seven-member board meets monthly, except in July and August, to set library policy, advise the director, and approve the budget.
State law sets process
Maryland law requires that trustees be appointed only from nominees submitted by the library’s Board of Trustees. The Maryland Code, Education Article § 23-403(a)(1) states:
“Each board of library trustees consists of seven members appointed by the county governing body from nominees submitted by the board of library trustees.”
Guidance from the Maryland Association of Public Library Administrators emphasizes the same: county governing bodies may not independently select members.
Commissioners’ December 2024 action questioned
Minutes of the Worcester County Commissioners’ Dec. 3, 2024 meeting show that Commissioner Caryn Abbott nominated Ashley Frostrom to the Library Board, and the commissioners unanimously agreed. However, because the Library Board of Trustees had not submitted Frostrom’s name, the appointment did not comply with state law.
