Drawbridge Villas Set for December 4 Groundbreaking on Riverside Drive

Pocomoke City will mark a major step forward in its downtown and waterfront revitalization efforts with the upcoming groundbreaking of Drawbridge Villas, a townhouse development planned for Riverside Drive. The ceremony is scheduled for December 4 at 3:30 PM, according to a public flyer inviting the community to attend.

The project last appeared on the October 23, 2025 agenda of the Pocomoke City Planning and Zoning Commission under “Drawbridge Villas: Townhouse Development Project,” where some prior items were followed up on and approved.

A flyer promoting the event states: “Davis Strategic invites you to join us for the groundbreaking of Drawbridge Villas! A 44 unit townhome development in downtown Pocomoke!”

The event will include “insightful presentations, a ceremonial groundbreaking, and light refreshments.” It adds that “this development promises to bring modern living spaces and a vibrant neighborhood atmosphere to the heart of downtown.”

Developer Shares Vision for Waterfront Connection

In an email to the Arrowhead, Bret Davis of Davis Strategic described the scope and goals of the work now underway.

Davis said, “It currently has 3 units that are getting fixed up and we are building 37 additional townhouses, 25 of them will be sold through the Project Uplift grant allowing buyers to purchase the properties at a $50,000 discount and giving them immediate equity.”

He also noted that “some of the others will remain rentals as well for now to offer a variety of options.”

Davis emphasized the development’s focus on strengthening the downtown-to-waterfront connection, saying, “We are excited to connect downtown to the waterfront and be a part of bringing more foot traffic to the businesses.” He added, “We feel like the river is one of the best assets the city and downtown has, and we are hopeful we can be a catalyst for its revitalization.”

Community Partners

The flyer lists the event as being presented by Davis Strategic, Habitat for Humanity, Hebron Savings Bank, and Ocean Crest Properties. According to Maryland’s Department of Housing and Community Development (DHCD), The UPLIFT (Utilizing Progressive Lending Investments to Finance Transformation) initiative follows earlier state programs, the Homeownership Works (HOW) Pilot Program launched in 2021 and the Appraisal Gap From Historic Redlining Financial Assistance Program established that same year, to expand homeownership opportunities in underserved neighborhoods. UPLIFT’s purpose, as defined by the state, is to address the appraisal gap by covering the difference between the total eligible cost to develop a property and the price that property can sell for on the market. The program’s stated goal is to increase property values, accelerate development in historically redlined areas, and create wealth-building homeownership opportunities by supporting the construction and sale of quality affordable housing in designated communities.
